Terraform: Could not download gpu_provisioner helm chart.

Describe the bug
When attempting to deploy KAITO on AKS using Terraform, the deployment fails with a 404 error indicating gpu_provisioner chart could not be found.

Steps To Reproduce
Simply follow the instructions at:
https://github.com/kaito-project/kaito/blob/main/terraform/README.md

Expected behavior
Chart is downloaded successfully and terraform script finishes without error.
