New RD Console cannot accept Data disks for Traitor objectives

The new civilian console cannot accept data or design disks and therefore certain actions are now impossible.

Will move existing logic for disk and research notes over to the RD Server Control console and the Destructive Analyzer over to the actual machine instead of the RD console (which is where it should have always been tbh).

As of a20aa2c the R&D Server Control Console (located next to the RD servers) can accept technology disks for download. Design disks and tech uploading are not yet implemented.
