Stellar Networks HQ as a station somewhere. Player needs to be within sensors range of it (or docked) to use Queries. Possibly for a fee as well.

Disadvantage: can reduce immersion by intoducing an in-world entity. This increases surface area of immersion-interactions with vanilla, in other words, increases chance of introducing immersion-breaking text/object/feature that would stand out.

When stellar network boards are confined to intel window, player is able to rationalize away the in-world explanation for those boards as he pleases: perhaps those are just a premium functionality of Tri-Tachyon Tri-Pad. Once you take up the task of giving an explanation, you take away player's freedom to give that explanation himself.
