The epn_core table has a unique identifier, garnule_uid, which is a primary key for the table. What will be the foreign key of the obs_core table and that of time extension?

Good catch .
Both tables should have the obs_publisher_did for this .
this is not shown in the t-obs time extension table yet .
I'll add it to the table , when the JOIN solution is chosen after the discussions.
