[Versioning] - Add option to remove data from manifests

Currently data manifests can't really log any data that would be removed from the collection.

However, we currently need to remove some data from GDL (1992-1998) and this would not be illustrated in the manifest.

It would be useful to add an option for manifests to remove some title year keys which are not present, if activated.
This would impact the manifest logic quite a bit however, so it should be done with caution.
