Broaden options to specify which titles/providers to include/exclude from manifest computation.

Currently, when computing a manifest, one can either consider all the archives within an S3 partition, or list the media titles they want to consider.

However, with the growing number of media titles, and the increasing reliance on the providers to organize them, it would be helpful to prodive more options to specifc which titles one wants to consider:

• add option to list data providers who's titles to consider
• add option to list data providers who's data to exclude
• add option to list media titles to exclude.

These trhee addtional options would provide the user with a much broader range of possible actions to tune what manifest computation they desire, also speeding up the process when necessary.
