Building PAPI with the rocm_smi component compiled in (rocm version 5.7.3) on a machine with 2 * MI210's and then running papi_component_avail will result in the component being disabled:

Name:   rocm_smi                AMD GPU System Management Interface via rocm_smi_lib
   \-> Disabled: Error while initializing the native event table.

This does not occur on a machine with 1 * Radeon VII:

Name:   rocm_smi                AMD GPU System Management Interface via rocm_smi_lib
                                Native: 297, Preset: 0, Counters: 297

This behavior did not occur with rocm version 5.5.3.
