Add Ruleset versions to GH response in a details tag

To avoid confusion when receiving linter results that may not match local linter results, or for unfamiliar developers, it might be nice to have a details tag that has a code block to reproduce the results.

You can reproduce some of the checks HM Linter performed with these commands:

npx install-peerdeps --dev @humanmade/[email protected]
npx install-peerdeps --dev @humanmade/[email protected]

We recommend using the latest versions of these packages, but have included the versions HM Linter used for this specific check for clarity
