Use of Medication Administration Request

WG: the workgroup proposes not to use the MedicationRequest as a Medication Administration Request, but the use of a ServiceRequest, which has a MedicationRequest embedded that contains all relevant information for the Nurse/other caregiver. This copy will refer to the actual MedicationRequest that was issued by the MD (how is not yet defined).

This prevents overprofiling of MedicationRequest for a very specific context, and still enables the use of the same valuesets for related elements.
