It's only an informative value, but in case wallets choose to use it we should reflect an accurate fee_rate for modified fee estimations in the /v2/fees/transaction proxy.

The new behavior should reflect Stacks core functionality: https://github.com/stacks-network/stacks-core/blob/9c8ed7b9df51a0b5d96135cb594843091311b20e/stackslib/src/cost_estimates/fee_scalar.rs#L164-L214
