incorrect version number in mods.toml, 0.19.0

in at least the forge release of 0.19.0, META-INF/mods.toml says the version is 0.18.8, which makes the game very confused.

The mod Panda's Falling Trees requires Treechop v0.19.0, but since the file is marked as v0.18.8, the game won't launch with it

For those who are impatient, if you open the .jar with WinRar and go into the META-INF folder, modify mods.toml and change the version from 0.18.8 to 0.19.0. It worked for me.
