WMS capabilities request from Arcgis Server fails #1932

Does anyone successfully use an Arcgis server for WMS maps? I am unable get the WMS service up. I have set up an Arcgis Server with a simple test map. I can use getcapabilities and view the map in Globalmapper. I have tried https as well as http. No luck. Can this be a WMS version problem? The response says 1.3.0.
