Build Compiler CI action broken: "Android SDK api level 32 was requested but it is not installed"

This seems to have been broken by a change to GitHub behavior.

We fixed the same error message for google/closure-compiler with google/closure-compiler#4206. We probably need to make a very similar change here.

The error occurs during the "Build jar" step, which is running build-scripts/build_compiler.js

I'll wait until I see a successful automated build before I close this.
