Problem with getting the AMD driver

I have now gone through everything that I could find, and I keep getting all of the errors that have been shown in the other issues.

I now get this error

I have from the other issues downloaded the silent_install.bat file, but I still get this surface

Add 'silent_install.bat' to environment variable.
First Locate 'silent_install.bat' file in these folders and then
Google for * is not recognized as an internal or external command,
You'll get the instruction
