Docker image builds for 9-jdk11-temurin-noble

Parent docker image tomcat:9-jdk11-temurin has been updated and is now based on Ubuntu 24.04 Noble which breaks the geoserver image builds.

We have forced the image builds to ubuntu 22.04 (see #159) which is still supported for a few years but we'll need a long term fix to the dockerfile to fix the builds for Ubuntu 24.04.

As discussed, we'll roll out a current release and then ship a new release containing the breaking change of the modified UID and GIDs + a mention of this in the README.

I estimate 4 hours on this task.
