[TOC] Layers group disappears if no layer has been added immediately

Description

When addind a new layers group in the layers list (table of contents), if you do another action (eg: open the map templates catalog to search layers) before adding a layer in it, the layers group disappears.

@catmorales thank you for reporting. It seems to be reproducible only in the use case you have indicated with the video above and so:

• creating a new empty group
• add a map template
