Build website with mystmd instead of Quarto

We'd like to be using tooling in the Jupyter ecosystem so we can contribute to strengthening those tools. It's only fair, as we will benefit tremendously from Jupyter communities to contribute to GeoJupyter.

To achieve this, we need:

• Blog / listing functionality for sharing meeting notes, community insights, and possibly decision records. Should support categories / tags to separate these types of posts. - Views and lists of content based on page metadata (e.g. for blogs, galleries, site navigation, etc) jupyter-book/mystmd#840
• RSS feed
• ??

I think listing functionality might be the only thing that's missing. I haven't done a full exploration yet!
