Do we need to consider how notebooks and software libraries fit within our best practices framework? I note that JOSS does not accept notebooks.

I think software libraries are already pretty well covered by our current best practices.

Notebooks definitely fall into a different category. Maybe they need their own set of best practices.

Perhaps Notebooks is a discussion to bring to the next Software Developers meeting.
