Add rules to handle transient errors

Should implement rules to handle transient errors.

This should be handled by strategies. Strategies should be able to combine.
Should have strategy for web transient errors, DbProvider transient errors, File IO transient errors, etc.
Should have the ability to override/provide custom strategies.
