Command with a trigger of '/wrangler' not found #123

I can confirm this - I'm the original author of the forum message linked above by @camlafit . The plugin is installed and running, according to the MM info page, but does not register the
Wrangler plugin:

We encounter some problem as explained at https://forum.mattermost.org/t/wrangler-plugin-not-working/12073
we have installed , enabled, configured plugin and trigger is not available. We have enable all features to be more laxist and prevent any restriction but nothing.
Any idea to solve this ?
