Discard button non-functional on New Ticket screen #2038

It turns out that the Discard button did something... it cleared the contents of the text editor. This behavior is inconsistent with the notion of a Discard button. The following PR resolves the issue and causes the Discard button to route the user back to the Ticket list view: #2039 |

Tickets -> Create -> Discard
What happens: Nothing. There are no errors reported in console. The Discard request is just quietly ignored.
What should happen: Reverts back to previous view
