Feature: grpc API for services

As we do more with flux, akin to how we have fluxion-service as a GRPC interface to interact with a fluxion deployment, we should have the same for flux core. We will especially want this to build any kind of application in a cloud-like environment, even if "cloud like" means on-premises user space kubernetes.
