Is your feature request related to a problem?

The preferences panels currently aren't customizable by the user. They may not be in the most beneficial order and may include preferences that aren't necessary for a specific user.

Describe the solution you'd like

UIO+ should support a UI interface for selecting which preferences appear in the UIO+ panel and potentially context menu. It would also be useful to allow the user to determine which order the preferences appear in. In this way the user can make modifications quicker, without having to scroll through many preferences that they may or may not use.

Our current framework isn't going to support any massively dynamic reloading, I think it will be acceptable for the time being to just destroy the component tree for the UI and its markup and reinstantiate it.
