UIO slow to load compared to other sites #252

Describe the bug

The UIO preferences panel takes some time to load after clicking "Show preferences". This is especially noticeable on mobile devices (on the order of a second or two), and the same delay is not observed on the IDRC site, in contrast.

If load times cannot be decreased, perhaps a progress indicator would be helpful to show that the user input has been registered and action is being taken.

To reproduce

Steps to reproduce the behavior:

  1. Click on "show preferences +" at the top of the page
  2. Experience delay while UIO loads

Expected behavior

Minimal delay in loading UIO, as with other UIO-enabled sites.

Additional context or notes

This is likely due to lazy loading being enabled, which speeds up initial page load times. It would be preferable to keep lazy loading, as the majority of page accesses will likely not involve opening the UIO panel.
