Force shutdown on Windows 8 #7

Initial tests on Windows 8 indicate that Windows 8 requires:

  • that deadman.exe is run as an administrator
  • that shutdown can be aborted by an application crashing (evernote in this case)

This latter problem is completely unacceptable, so further research will be required to ensure that shutdown occurs no matter what. Perhaps a missing flag.

Hopefully this addresses issue #7. More testing necessary before
closing.
