[JS] Chore: Make every throw in the repo a GenkitError

It would be great if we could consistently use GenkitError for every error message we throw throughout the repo so that we can better document it. I'd also recommend we add maybe a "scope" property that can be used to identify the plugin or other area an error is coming from.
