Create naming conventions for FSIMs including versioning.

Last decision on this was:

Use prefix for FSIM name based on the reverse of the DNS name of the submitter. This gives each contributing organization their own name space in which to experiment with FSIMs or provide FSIMs for special hardware on FDO Devices.

Examples: com.intel.*, org.lf-edge.*, com.redhat.*

In addition, a base set of FSIM's from FIDO is called: fdo.*

It is intended that the fdo.* FSIM's will form a common base for POSIX, container, and Windows devices, allowing many functions of onboarding these devices to use the same FSIM operations.
