the low level tile has too small points

I have 849073 point features in json, and tiled it to 20. But the low level tiles, like 0/0/0 only has few points, almost have one point, and the size is 1kb. When add to map, and zoom into , more point visible. How can i keep more points in low level, make it more dense, the command is below:
