Add command line option to keep test environment after the test, but not to reuse an existing

Background

• Currently SLCT provides reuse, which means either reuse an existing or start a new one and keep it
• sometimes, you want to get new environment, but you want to inspect or reuse it afterwards

Dependencies:

• Add CLI command to cleanup all parts of an environment integration-test-docker-environment#24

Acceptance criteria

• Add a command line option to keep the test environment after the test, but not to reuse an existing.
