Allow deploy/undeploy shared code app by user who accepted shared link with edit permissions

How to reproduce

Preconditions:
user1 create code app

Steps:

1. user1 share created app with checked "Allow editing by other users"
2. user2 open shared link -> app is available for user2, deploy button os available
3. user2 click on Deploy button for shared code app

Actual result

buttons are not available as temporary decision until BE implemented epam/ai-dial-core#655

Expected result

For code apps shared with checked "Allow editing by other users", buttons Deploy/undeploy should work
