Remove EFA installation scripts; the EKS AL2 GPU, EKS Al2023 NVIDIA, and EKS AL2023 Neuron AMIs come with the correct EFA components pre-installed
Update the EFA supported instance types and container image to match upstream EKS helm chart https://github.com/aws/eks-charts/blob/master/stable/aws-efa-k8s-device-plugin/values.yaml
