Add more details in the README about contributing to quarto #2

Currently the README.md has basic information about contributing to github repo, but we should add more details about what quarto docs should be contributed to. This information should probably wait until we have a starting point for the docs and workshop summary.

  • How project is organized
  • How to build the document
  • document scope (what would be useful, what is out of scope)
