The UDI has an /etc/passwd file that follows https://docs.openshift.com/container-platform/3.11/creating_images/guidelines.html#openshift-specific-guidelines

Describe the solution you'd like

We need to investigate if this is still necessary for use in OpenShift 4.12 and later
