Documentation Suggestion: open_basedir

I struggled with this for about 20 min, so I think it would help others avoid the same problem. On Linux (i don't use PHP on other platforms, so I'm not sure if its isolated to Linux), if your plexWatch directory is not in the open_basedir array in /etc/php/php.ini, it needs to be added for plexWatchWeb to access the plexWatch database. This might be a good note to add to the troubleshooting or install docs.
