IPv4 localhost address being scrubbed even when "Scrub Private IP's" is not enabled #2

Do not scrub 127.0.0.1 when "Scrub Private IP's" is not enabled.

Also are IPv4 Link local (APIPA) being scrubbed? 169.254.0.0/16
