How much load (how many topics) can a subscriber handle?

If I have to receive data from 1 billion devices and each device can publish 100 topics, and there will end user applications like mobile apps which consume data from these topic. Then how to manage it in a subscriber part.

Can I have subscribers one for each topic ? so that, it can focus on specific topic data and parse it as and when it arrives and send it to required end applications (mobile apps)?

or any other best practices?
