Incomplete LanguagePack Manifest for the latest release #23

I just downloaded the latest LanguagePack and I installed it on a recent upgraded DNN.
I noticed that some translations doesn't work. After investigation, I found that the manifest is not complete: for example, it doesn't list DataConsent.ascx.fr-FR.resx which is a relatively new file. I think I found 166 resx file in the package vs only 156 resx file in the manifest. It would miss 10 files but I don't know which.
Moreover, I'm wondering if it's normal that the manifest isn't updated in the developp branch.

It is not normal no, I guess some PRs came in with new files and without the manifest updated. One could export it from DNN to update it here.
