Add external training resources, datasets to the docs

Make a new section which links to relevant external resources, especially training resources, which may be useful to DE Africa users. i.e. NASA SAR material

Stretch: add a page referencing external datasets which can be incorporated into DE Africa platforms, such as links to data.fao, ERA5, etc.
