Geofencing for units

We received a query from Adams County Fire about the capability to geofence an area and alert for specific resource-type voids. For example, they would like the ability to monitor all active EMS units and receive alerts when a geofenced area is completely missing EMS units. This would help them with resource delegation. Currently, iTAK and ATAK allow for monitoring of friendly or hostile types and only alert when one leaves or enters at a time. We would need an additional alert when the area is missing the resource altogether.

If we could also enable a webhook of some kind to carry that alert to the app or through a text that would be rad AF.
