Did you check if Debian 10 already contains this software?
No

This can either be Synapse [the old stable in python] or Dendrite [the next gen in Go] or Conduit [in rust]

What the application you want packaged does?
Backend server for instant communications. Federated in the Matrix network.

How does the application relate to the ideas of privacy and freedom?
Self hosted and end to end encrypted communications.

Alternative software
Nextcloud Talk is already packaged.

AFAIR Matrix uses HTTP, so selfhost is still needed.
