Problem: the scope of OLD v. 2.1.0 is undefined

This issue provides a checklist of what needs to be done in order to release OLD v. 2.1.0.

• Develop and document guidelines for using Semantic Versioning for versioning the OLD.
• Bump version to 2.1.0 in setup.py and confirm percolation up to other modules (info.py)
• Publish OLD 2.1.0 to PyPI.
• Move the old OLD docs to the new OLD and publish them to readthedocs. See issue 13.
  • Tie OLD docs to a specific version of the OLD, in this case 2.1.0.
  • Coordinate release of OLD website to 2.1.0 release.
• Add Apache 2.0 LICENSE file.
• Implement 12factor App adherence
