Providerbyquery api- Getting only single file for multiple id #310

Steps to recreate:

Set a policy for 2 public id's and get a token
Publish for both those ids
When requested to download for both the id's, it shows only for the first
Expected 2 files under the zip.

replacing the label to enhancement as its a new sub-feature which should accept multiple resource-id's as part of query params.
