/boot/config.txt file incorrect on version 4.05 and 4.06 until config page save

Description:
Following kernel upgrades completed in 4.05, the /boot/config.txt file contents have been overwritten and the image preparation scripts have failed to overwrite the contents correctly. The file will self correct on the first save of the config page, but can cause some undesired boot characteristics on the initial boot.
