Trigger deploy github actions for -int and -stg when images in AWS ECR change

Description

Explore whether a trigger can be created when there is a change to the authority_lookup images in AWS ECR that can be used to kick off the redeploy actions.

• Trigger: when the -int private authority_lookup image changes
• Trigger: when the -stg private authority_lookup image changes

This really only applies to -int and -stg since -prod redeploy is always run manually.
