I've got a mock up for this complete. Users can request a new group for addition. But, how do we want to handle this?

Do we:

Want tight control of which groups get added
- Requests send an email to admins who can review and add/reply or deny/reply to the submitter.
- I think this is probably best
Allow anyone to add any group
- This will require some more rigorous form validation
