There is YANI #2411 for random kicks that are slightly less accurate and more powerful, but this means that players lacking boots need to F-fight every monster they see while blind in case they accidentally kick a cockatrice, which is annoying.

This shouldn't be addressed until after next merging vanilla, and experimenting with its multiple attacks.
Note: the evilhack auto-kick case is in hitum(). I probably would do something slightly different regarding petrifiers - you won't kick a monster without boots unless you can spot it. I think the evilhack kick strings are also rather wordy for how often they're printed, so some reduction of message length would probably be in order as well.
