Doesn't transcode to browser compatible h264 codec if uploaded as other mp4 codec

Upload a mp4 encoded as mp4v or mpeg4 part 2 encoding. This will fail to play the video (just audio) as it won't covert to format thats browser compatible.

I notice also the video tag includes both a main src= and the tag for the mp4 file.
