現状の管理方法だとユーザーとクラスター操作権限が直接紐付いちゃってるけど、ロールベースで権限を管理するようにすれば少なくともaws-authのConfigMapをイジる必要はなくなるのでそうしていきたいですねという話

ユーザー管理まで自動化したいけどそれはまた別のスコープなのでここでは扱わないものとする
