GTM noscript tag for Google site verification

According to Google's guidelines, the noscript tag should be directly after the opening tag on all pages. According to the instructions for this code snippet, the noscript tag is placed within the tag, thus causing issues for Google site verification.

Place the portion of the Tag Manager code immediately after the opening tag of your page. If you do not, verification will fail.
