Skip update special checks for discovery controllers

We have some checks in the update code to identify special cases of changes, like a namespace ANA group id change. In this cases, instead of deleting and re-adding the resource we send a change request. All this code is not relevant for the discovery controller. There is no point in doing all the parsing just to ignore it later.
